River Downs Golf Club, a longtime landmark in Carroll County, has entered a new chapter under
the ownership of Rafiq Islam and Clarinda Islam, local residents and biotech entrepreneurs
dedicated to bringing community, wellness, and family together.
“As parents and professionals, we understand how important it is to have a place where families
can slow down and enjoy quality time together,” said Clarinda Islam, co-owner. “River Downs will
become a space that feels local, inclusive, and centered on the joy of shared experiences.”
The Islams, known for their leadership in Maryland’s biotechnology and innovation sectors,
purchased River Downs with a vision to revitalize the course and clubhouse while introducing
modern technology and wellness-focused recreation.
“We see River Downs as more than a golf course — it’s a place where families can spend time
together, where kids can learn the game, and where our community can come to unwind,” said
Rafiq Islam, co-owner. “Our goal is to create a welcoming space that celebrates wellness,
connection, and the outdoors — while embracing the innovative spirit that defines our
professional background.”
Originally opened in the 1990s, River Downs Golf Club features rolling fairways, mature trees,
and scenic views of the Maryland countryside. The new owners plan to invest in course
restoration, improved facilities, and year-round programming — including family tournaments,
youth golf lessons, and community events.
As part of the modernization, River Downs will incorporate golf simulation and training
technology inspired by the Islams’ experience in biotechnology — combining data, precision,
and fun to help players of all levels enjoy the game in new ways. The couple also plans to
explore indoor golf experiences, digital swing analysis, and STEM-based youth learning
programs that connect technology and sport.
Future plans include revitalizing the golf course and fairways, a refreshed clubhouse, upgraded
dining and event spaces, and new amenities centered on wellness and outdoor recreation.
Guided by the Islams’ scientific mindset, the redevelopment will emphasize sustainability,
ecological restoration, and responsible stewardship of the natural landscape.
Located at 1900 River Downs Drive, Finksburg, MD 21048, the club will reopen to the public
during the 2026 season, following phased improvements beginning in 2025.
River Downs will continue to serve golfers of all levels while expanding its role as a community
hub — hosting local fundraisers, family days, and corporate outings that emphasize connection,
innovation, and belonging.
